O'Neil Named Superintendent to Watch
Hempstead ISD Superintendent Herbert O’Neil has been selected as a 2023 Superintendent to Watch by the National School Public Relations Association (NSPRA). O’Neil joins just 24 other superintendents nationwide who were selected for the honor in recognition of their innovative and effective use of technology to engage and inform the school community, and to expand two-way communication and outreach efforts.
“I am truly honored to receive this recognition for how I connect with students, staff, and our community,” O’Neil said. “ I have embraced communication tools and technology to bridge the gap and to ensure that all district stakeholders are well-informed and engaged so that we can increase student outcomes and reach higher heights together. I am always trying to find an innovative way to connect our school district to our Bobcat community.”
Under Superintendent O’Neil’s leadership, Hempstead ISD has undergone a transformative journey, marked by the development and implementation of the five-year strategic plan, Learning & Leading to Higher Heights, launched in 2023. His contributions to the district also include fostering a commitment to sustainable facilities by guiding the district through long-range facilities planning, ensuring a foundation for safe and functional schools. His creation of the ‘Bobcat Blueprint’ stands as a significant milestone for the district, emphasizing a strategic approach to excellence in education and community engagement within Hempstead ISD.
Additionally, his innovative approaches to celebrating students, staff, and community members have cultivated an unwavering sense of Bobcat pride across all Hempstead ISD schools and the broader community. His commitment to the professional growth of employees across the district is evident through Higher Heights University. By offering coaching, mentorship, and professional development opportunities, he continues to empower the district teachers and staff, further elevating the quality of education and support within Hempstead ISD.
“This year’s honorees understand the critical role that effective, two-way communication plays in building trust with students, families, employees and community members,” said NSPRA Executive Director Barbara M. Hunter, APR. “Each of these leaders have demonstrated an unwavering commitment to championing innovative communication strategies to advance their district’s success.”
NSPRA had a record number of nominations this year—more than 70—and many exceptional candidates, making the selection process very competitive. Since the 2015-16 school year, NSPRA has recognized 152 school district leaders as Superintendents to Watch. Honorees must have fewer than five years of experience as a superintendent and demonstrate dynamic, fast-paced leadership with strong communication at its core.
